Why is Territorial Allosaurus illegal in Edh?

Not sure if it's because it's a new set or what but I'm wondering why Territorial Allosaurus is not legal in EDH?

New cards are very frequently listed as banned by Tappedout. For a better authority on legality, I would check the Gatherer website. Looking at it now, you can see that Territorial Allosaurus, like all Dominaria cards, is not legal in any format since the set isn't out yet. When it goes live next week, it should be playable in all relevant formats, including commander.

It is legal in commander. Card legality for the format is handled by http://mtgcommander.net rather than Wizards, and the site states that cards are legal in commander as of their prerelease. Both Tappedout and Gatherer are incorrect in this case.
