What gets priority in "Beginning of draw step"?

I have a Howling Mine out, and Teferi's Puzzle Box .
When it gets around to my turn, which card would active first? Do I get to choose?

Also, note that you must draw your card for the turn before either of them go on the stack.

First, "priority" specifically refers to the right to cast spells or activate abilities. It doesn't have anything to do with the precedence of abilities.
Second, both of these cards have triggered abilities, which are triggered. "Activate" is used only in reference to activated abilities.
Both abilities trigger simultaneously, so you get to put them onto the stack in whichever order you choose. Remember that the last ability to be put onto the stack will be the first ability to resolve from the stack.
