Does 0 refer to a card I control with 0 for casting cost?

Do you see the scale in the left-most part of the art (or the identical one to the right? Put some indicator on it's 0. When any player cast any spell, move it up. Once it reaches 5, reset it and create a giant teddy bear token.

“0” just signifies the starting number for all players’ pop counter, as well as the number all players reset to once someone gets to 5 pop counters.

The card itself has a handy guide, though, just like the numbers in the art of Baron Von Count for the countdown.

But as mentioned, if you have more than two players, you don't need to specifically use the meter in the art of Water Gun Balloon Game in order to track it, just some form of five-step meter.
