I've been out of the game for some time but if I remember correctly anything that is cast from your hand is considered a spell. So if Inexorable Tide is out, if I cast anything can I proliferate?

A spell is a card or a copy of a card on the stack. To cast a spell is to take a card or copy from another zone and put it onto the stack. Spells don't have to be cast from your hand. They can come from the graveyard (flashback is an example), from exile (Misthollow Griffin, or even from your library (Panglacial Wurm). In the Commander format, you cast your commander card from the command zone.

Inexorable Tide's ability triggers whenever you cast a spell from anywhere.

Epochalyptik is correct, but as a further note keep in mind that land cards are never spells; they are not cast like nonland cards are. So playing a land, even from your hand, will not trigger Inexorable Tide's ability.
