Skullclamp on a creature I do not control

Okay so I am not the most familiar with Equipment cards because I rarely ever use any. Skullclamp however is one of my favorite. There is just a few things I am not sure about. One for equipment in general can I equip it to my opponents creature? Two if I am allowed to do that and Skull Clamp kills the creature who draws the cards?

No, Equip is short hand for the following rule. Specifically the "target creature you control".

502.33a Equip is an activated ability of artifact Equipment cards. Equip [cost] means [Cost]: Attach this Equipment to target creature you control. Activate this ability only any time you could play a sorcery.

If however you get into a situation where say a creature with Skullclamp equipped gets Act of Treasoned or something similar and dies. It's whoever controls Skullclamp that draws the cards, note that taking control of the creature it's attached to doesn't mean they also have control of Skullclamp. They just currently control the creature.
