Rakdos Charm v Dig Through Time

Can i remove target players graveyard in reaction to 'target' casting Dig Through time, to cancel it resovling?as in:

Player 1: casts "Dig Through Time - delve 4"Player 2: Reacts with casting "Rakdos Charm - Exile all card from targets player's graveyard"

Are you able to delve card before Rakdos Charm resolves?

You exile cards with Delve as part of paying the cost, which is part of casting the spell. Noone can react before the spell is successfully cast, meaning put on the stack, and that's after all costs have been paid, so they cannot remove your 'fuel' before you pay the costs.
