Narset Transcendent + Secure the Wastes?

If I have Narset Transcendent rebound Secure the Wastes, for example let's say I pay 4 for X, would it rebound and make 4 more tokens or would it rebound and make none because the mana cost wasnt paid?

The latter.

If a card has in a cost, you can only declare the value for X if you pay that cost. If you cast Secure the Wastes without paying its mana cost, then you don't get to declare a value for X, and X will default to 0.
