Killing Wave for 0

Is it possible to cast Killing Wave for 0B, where X = 0?

I am curious to know if I cast it this way if I could use it as an additional way to sacrifice creatures I control without forcing sacrifice on others.

Yes, you can. People would pay 0 life to keep their creatures.

In general, if X can't be 0, the card will specify as much.
