Isochron Scepter + Cloudshift and Tidehollow Sculler? Can I be that cheesy?

Let me explain further. Lets say I have Tidehollow Sculler and Isochron Scepter + CloudShift on the field, now I know what my opponent is about to play. May I let them tap their mana then cloudshift tide and take the card they are going to play or does tidehollows triggered ability not act like an instant and they can in response play the card.

For more clarification, the card my opponent is playing is a creature. Sorry for the vague question!

First, a player can respond to any instant (or other spell) or activated or triggered ability (that isn't a mana ability). Your last sentence asking about whether they can respond to the ability (unlike an instant) is misconceived.

Now, responding to things is a little tricky. Mana abilities (abilities that don't have targets, aren't loyalty abilities, and produce mana) don't use the stack. They resolve immediately. Therefore, you won't be given priority to respond to your opponent's mana abilities. Further, if your opponent begins the process of casting a spell or activating an ability, players lose priority until the end of that process. You don't have an opportunity to interrupt the casting process to respond to a spell "before it's cast," so to speak.

In short, the best you can really do is to activate Isochron Scepter's ability during the draw step and hope that your opponent hasn't drawn a card that can be cast in response to your abilities. Once your opponent begins the casting process, it's too late to do anything to the card he or she is casting.
