Even if you cast Venser, Shaper Savant in response to the storm trigger, your opponent will still get the copies. In the event that the spell is no longer on the stack, the storm ability creates the copies based on the last known information of the spell.

Storm is a triggered ability that places copies of the spell onto the stack when the spell with Storm is cast. So if you flash in Venser and target the Tendrils it will only bounce it back to their hand and the Storm copies will be unaffected.
