If "players can't draw cards", would "the next time you draw" apply?

Let's say I have Maralen of the Mornsong and Words of Waste on the field.I go to my draw phase, the phase in which I "would" draw a card, and I choose to pay 1 and have my opponents discard instead.Is that a viable play given that Maralen would keep me from drawing cards anyways, or does Maralen negate the opportunity?

No that won't work. If an effect says something flat-out can't happen then there's no way to apply a replacement effect to that event (replacement effects have some combination of "as", "with", or "instead" somewhere in the text). Words of Waste doesn't really do anything in your example.
