How does Damping Matrix interact with Scavenge?

Hi guys -

does Damping Matrix affect cards in the graveyard as well? I am building a scavenge edh around Varolz, the Scar-Striped, and am wondering if this would be a good add for it or not.

If an effect uses the name of a permanent type but doesn't also say "spell" or "card", then it just means a permanent of that type on the battlefield. Damping Matrix doesn't stop abilities from cards in your graveyard, hand, etc.

No. Creatures and artifacts only exist as permanents on the battlefield, and are creature cards and artifact cards otherwise (such as in the graveyard).
