Frozen Aether and shocklands

If I have Frozen AEther in play and my opponent plays a shock land, for example Steam Vents , can he pay 2 life to have it enter the batterfield untapped?

10/1/2005: If another effect (such as Loxodon Gatekeeper's ability) tells you to put lands onto the battlefield tapped, it enters the battlefield tapped whether you pay 2 life or not.

Thank you Epochalyptik. Actually, I checked the Gatherer before asking the question, but I've found only these rulings on the Frozen Aether's page:
01/02/2007 This is the timeshifted version of Kismet.
01/02/2007 Cards enter the battlefield tapped. They do not enter the battlefield untapped and then immediately tap, therefore they do not trigger any effects due to tapping.
01/02/2007 It affects all opponents.
01/02/2007 Does not affect cards that phase in.
01/02/2007 It applies to cards and tokens that are put onto the battlefield by an effect, as well as ones that are played from the player's hand.

Your opponent can pay 2 life, but the land will still enter the battlefield tapped. Note that Frozen AEther 's ability says "lands your opponents control enter the battlefield tapped," and Steam Vents 's ability says "As ~ enters the battlefield, you may pay 2 life. If you don't, ~ enters the battlefield tapped." Steam Vents 's ability doesn't force the land to enter the battlefield untapped. Rather, it forces the land to enter the battlefield tapped unless an optional payment is made. Frozen AEther 's ability forces the land to enter the battlefield tapped regardless of what choice is made.
