Flux Channeler and Planeswalker deck

Does Flux Channeler ability causes a Planeswalker to enter the battlefield with a + loyalty counter?

For future reference, you can surround a card's name with double brackets, "[", in order to link that card's image. You can do this sitewide.

To your question though, your Planeswalker won't enter the battlefield with an additional loyalty counter.

When you cast a Planeswalker spell, Flux Channeler will trigger. Then, that trigger will resolve followed by the Planeswalker that you cast. Since the Planeswalker hadn't resolved yet, it wasn't on the battlefield, so you couldn't Proliferate it. If you already had a Planeswalker on the battlefield, you could Proliferate that Planeswalker though.

The keyword is cast then. When is a spell "casted"? When it reaches the stack?

It's not about the keyword cast. The only time the keyword cast would come into play, is if someone countered the spell your casting. For some cards the triggered ability requires the spell to resolve, however in the case of Flux Channeler you just have to pay the mana and declare the noncreature spell as cast for the trigger to happen.

What Tylord2894 was explaining is that the Planeswalker can't be affected by proliferate yet because it has not entered the battlefield if it is the card triggering Channeler by being cast. If the Planeswalker resolved and enters the battlefield though it will proliferate for all future noncreature spells cast with Channeler for as long as both remain on the battlefield together.

601.2. To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. Casting a spell includes proposal of the spell (rules 601.2a–d) and determination and payment of costs (rules 601.2f–h). To cast a spell, a player follows the steps listed below, in order. A player must be legally allowed to cast the spell to begin this process (see rule 601.3). If a player is unable to comply with the requirements of a step listed below while performing that step, the casting of the spell is illegal ; the game returns to the moment before the casting of that spell was proposed (see rule 723, “Handling Illegal Actions”).

Ok so, casting a spell is to put it on the stack. I thought it was to casted when it was on the battlefield.

Just to clarify one thing. Something doesn't become cast until you've completed the casting process. In short, that process is put the spell on the stack, select modes, divisions, and/or targets, determine the cost, activate mana abilities if needed, pay for the spell, and finish casting the spell. An ability like Flux Channeler's will trigger at that last step.

The vast majority of the time, the details of this process can be overlooked, but there are cases where it makes a world of difference.

And to answer your questions about the difference between Channeler and Harmonic Sliver, with Sliver the creature has to be cast and then resolve. It has to enter the battlefield to trigger its ability rather than just being paid for.
