Fatesinner + Necropotence Ruling?

If my opponent has a Necropotence on the field and I play a Fatespinner, are their choices for Fatespinner's effect limited to main or combat since their draw step is already skipped due to Necro?

No. Fatespinner's ability doesn't care whether any of the given steps are already being skipped for some other reason. The opponents just follow the instructions and choose either Draw, Main, or Combat.
Keep in mind that for a similar reason, if there are multiple Fatespinners on the battlefield then your opponents can choose the same phase for each of their abilities. They don't have to choose different ones.
