Does Narset Transcendent make instants and sorcerys with rebound cast 3 times?

If I use Narset Transcendents -2 ability to give Nomads' Assembly rebound, would it be cast 3 turns in a row?

No, it would only be cast twice. See the Gatherer ruling on Cast Through Time:

6/15/2010: Multiple instances of rebound on the same spell are redundant.
