Does Mizzix of the Izmagnus work while its suspended?

I have a Jhoira of the Ghitu EDH deck and I recently put in a Mizzix of the Izmagnus. Someone told me that while mizzix is suspended I will still be getting experience counters every time I cast an instant or sorcery. Is this correct?

This is incorrect. A suspended card is in the exile zone, and unless explicitly stated in the ability on the card, Mizzix's experience counter trigger only functions in the battlefield.
