As-written, the Instants and Sorceries with Ferocious abilities will check for power as they resolve. The only reason they would need to check on casting is if the Ferocious ability had an effect on a decision made during the casting process (modes, targets, distribution of damage or counters, etc.) or if it were something like Dragon Grip 's ability. In your example Crater's Claws will get +2 damage.

I had a sweet nonbo with a similar scenario that tripped me up rules-wise a bit this past weekend. I had one Savage Knuckleblade on the board and cast Crater's Claw for 4 mana targeting Siege Rhino. My opponent cast Murderous Cut targeting my Knuckleblade in response and it caused the Claw to do nothing. Don't be the victim of not knowing your ferocious triggers!
