Does enchanted evening only target the battlefield?

Does all permanents in Enchanted Evening also cause all permanents in the library to be enchantments?

Can Enduring Ideal pull any permanent if enchanted evening is on the field?

Enchanted Evening doesn't target anything. It just has a static ability.

A permanent is a card or a token on the battlefield. Permanents don't exist in any other zones; a permanent card (e.g., a land) in another zone is just a card. Therefore, Enchanted Evening doesn't affect other zones.
