because it says 0 cmc for a spell

It's worth noting that the CMC of the spell does not change. CMC is always based on the spell's mana cost, which is the value printed on the card's upper right corner. Even if the amount of mana you actually pay is different from this value, the CMC remains the same.
The only time CMC changes is if the spell has in its mana cost, in which case the CMC of the spell as it exists on the stack will take into account the value you declared for X.

Commander tax is an additional cost, it has to be paid in addition to any other costs, even if you are casting that spell for free. The total cost of castnig any spell is:
Mana cost + cost increases - cost reductions = actual amount of mana you need to pay
As Foretold only lowers the first thing in the eequation to 0 and has no impact on the rest.
