Do planes walker's abilities count as activated abilities?

I was wondering if Rings of Brighthearth + Daretti, Scrap Savant (or other walkers) is a thing.

Yes. A loyalty ability is a form of activated ability, as indicated by the "[cost]: [effect]" format (if you look, you can see a colon to the right of the loyalty cost). Also, loyalty abilities are, by definition, not mana abilities, so you can copy any loyalty ability with Rings of Brighthearth.

I know this has already been closed but i was wanting to specify that even tho it would copy the ability the planeswalker would only get or loose the original spicified loyalty counters. Since they are a cost. Please correct me if i am wrong Epochalyptik

That is correct. Loyalty counters are added or removed as a cost, so you don't get or lose additional counters for copying the ability because costs aren't paid for the copy.
