Crewing with less power to cost?

OK so I have one Night Market Lookout and one Heart of Kiran can i tapp Night Market Lookout even if it does not have 3 power, im avere that you can crew with any number of creatures.

702.121a Crew is an activated ability of Vehicle cards. "Crew N" means "Tap any number of untapped creatures you control with total power N or greater: This permanent becomes an artifact creature until end of turn."

Note that the crew cost requires you to tap creatures with total power N or greater. In order to activate an ability, you need to pay the full cost. You can't pay a partial cost.
