Chord of Calling converted mana cost?

If I Firemind's Foresight, could I get Chord of Calling? I guess a more general form of this question is "Does the X of a spell with X in it count toward its converted mana cost?"

while a spell is not being cast. However, if you cast it becomes whatever you payed for it. For example Chord of Calling with as 
can be countered by Disdainful Stroke. Once it resolves, is again.

If a spell has X in its mana cost, and you are not casting it, X is always 0. Chord of Calling's converted mana cost is 3. It is a legal target for the third bit of Firemind's Foresight.
