Cascade into Legendary Sorcery or Instant

Wanted to confirm a rules interaction that I could not find via Google:

Cascade does not get around the "You must control a legendary" rule for casting legendary sorceries or instants, correct? The way I understand it, even though cascade allows you to cast a card without paying its mana cost, you must still meet other requirements.

Example: I have an empty board. I cast Maelstrom Wanderer and cascade ability finds Karn's Temporal Sundering. However, I am not allowed to cast Karn's Temporal Sundering because I have no legendaries on the field and I have wasted that cascade trigger.

That's correct, you won't be able to cast the spell if you don't meet the other requirements.

The way the rules are set up, restrictions are stronger than permissions. The most common type of restriction uses the word "can't" somewhere in the rules text, but wordings like "only if [condition]" and "only during [step/phase]" are also restrictions. The permission given by Cascade won't let you get around them.
