Cards that make things more expensive

Let's say I play a Monastery Siege, choosing dragons. Afterwards, my opponent plays an Arc Lightning, targeting me. Can I play a Disdainful Stroke on that Arc Lightning? Or does the ability from the siege not affect the CMC?

Unfortunately, that would not work. Disdainful Stroke can only target cards with CMC 4 or greater. Although Monastery Siege requires the opponent to pay more mana to cast his spells, it does not change the CMC of that spell. Long story short, Arc Lightning would cost 4 to cast, but its CMC is still 3.

CMC is always the total value of mana that is printed in the upper right corner of a card, with two exceptions; X-cost spells and DFCs.

So even though your opponent has to pay an additional cost for their spells, the CMC is still what is printed in the corner.

Relevant rules:

202.3b When calculating the converted mana cost of an object with X in its mana cost, X is treated as 0 while the object is not on the stack, and X is treated as the number chosen for it while the object is on the stack.

711.4b While a double-faced permanents back face is up, it has only the characteristics of its back face. However, its converted mana cost is calculated using the mana cost of its front face. This is a change from previous rules. If a permanent is copying the back face of a double-faced card (even if the card representing that copy is itself a double-faced card), the converted mana cost of that permanent is 0.
