Unearth on Athreos, God of Passage?

I assume yes, because it's a creature card no matter the zone except for on the battlefield, where the devotion quota needs to be met for it to count as a creature

You're correct for the reason you give. In all zones except the battlefield, Athreos, God of Passage is always a creature card. It's a legal target for Unearth.
