If I use a Past in Flames, and there is a delve spell in my graveyard(Let's say, Empty the Pits). Can I use delve to pay for the mana cost when I flash it back?

Yes.
Flashback is an alternative cost. You may only use one alternative cost, so you can't flash back a Mardu Scout for it's dash cost.
Fortunately, Delve is a cost reduction ability instead of an alternative cost, allowing you to flash back Empty the Pits with Past in Flames and delve at the same time. (Note: You can't delve away the spell itself since it's on the stack.)
