Can I activate a tectonic edge in response to another tectonic edge

Okay so I have two Tectonic Edges, and my opponent has 4 lands, all non basic. I activate my first Tectonic Edge in response to his whatever. Can I then activate a second Tectonic Edge in response to my first one, letting both abilities go on the stack, then resolve both in order to destroy two of his lands?

Sure, the count of lands only matters at the time you activate the ability.

Keep in mind that right after casting a spell or activating an ability, the active player (not necessarily the player who cast a spell or activated an ability) gets priority. If that's you, you can activate them right after another - if not, your opponent gets to respond before you can activate the second one. In practice, that shouldn't be relevant here, though - unless they have their own sacrifice outlet.

So just to clarify, if it is my opponent's turn, do I get a chance to respond to my own tectonic edge? Or can I only respond to something he does?

You have the option of retaining priority after you take an action, regardless of whose turn it is. But be aware that if you pass priority (in events, it's implied that you pass unless you state otherwise) and your opponent passes back without doing anything, the ability will resolve before you get a chance to do anything. You can't wait for someone to declare no responses and then "respond" to their lack of responses.
