Can hindering light counter Nekrataal

Opponent played Nekrataal and targeted my Judge's Familiar.Can I counter with my Hindering Light?

No, you can't. Hindering Light requires a spell as a target, but what targets your Familiar is not Nekrataal as a spell, but it's enter-the-battlefield ability.
