bouncing back with no counters?

Here's whats going on. My friend played Meren of Clan Nel Toth at this point he has no experience counters. Can he at end step return Viridian Emissary from his yard?

Yes, the last ability of Meren will trigger on the end step, regardless of the number of exp counters.

The only thing the exp counters determine is whether the creature goes to the hand or the battlefield.
