Blocking

If I cast a spell creatures without flying can't block. I attack with flyers can creatures with reach still block?

Yes. Reach is a different keyword than flying, so it isn't affected by this spell.

If you cast Seismic Stomp and attack with fliers, then a creature with Reach cannot block unless it has flying.

Oh, without flying... Well, scrap my answer, then.

Bottom line is, Reach and Flying are different keywords. If an effect affects one of them, it does not affect the other.
