Aurelia's fury for 0?

If I'm playing R/W with creatures that have Herioc (lets say Fabled Hero , can target them with Aurelia's Fury for zero, activating all the herioc abilities at once? or would i need to actually do damage to the for it to do anything?

If you declare a target, you must assign at least 1 damage to that target. Therefore, your number of targets can never be higher than the value you chose for X. If X is 0, you can't target anything.
