When was Mishra's Workshop banned in legacy?

I just want to know when Mishra's Workshop banned in legacy.

ThatJunkMage, I didn't see it on that list. In fact, I saw that it said it was unbanned in 1999.

In case you don't understand what Epochalyptik means by "independent format":
When I was a younger, more carefree Bunnypants, Legacy used to be referred to as Type 1.5 and Vintage was referred to as Type 1. Anything that was restricted in Type 1 was banned in Type 1.5. In 2004 they changed the formats and what would eventually be known as Legacy was born with a brand spanking new banned list that was now independent of the Type 1, now known as Vintage, restricted list.

according to ThatJunkMage's link, Mishra's Workshop was banned in september of 97, then unbanned in 99
