Why is Smothering Tithe Worded as it is?

I find the wording on Smothering Tithe to be very weird; would it not have been simpler for the card to read "whenever an opponent draws a card, create a treasure token unless that player pays ?"

What does everyone else say about this? Why is Smothering Tithe worded as it is?

Back when treasure tokens were new (i.e. they needed to explain what the token did), it let them put the ability clause and then the wording about the treasure token functionality. Otherwise it would have read:

"whenever an opponent draws a card, create a colorless treasure artifact token with ", sacrifice this artifact: Add one mana of any color." unless that player pays "

That makes the sentence sound much more disjointed and confusing, whereas the way they had it was "trigger, clause, effect and explanation", which was much more readable.
