Possible reasons for game stutter/lag?

Normally my laptop can run games like TF2 just fine. Lately though (probably within the past week) it's become literally unplayable. I can move around in the game as normal, but every couple of seconds I'll just teleport backwards a few steps. This is making it impossible to kill anyone, and I'm about ready to torch my laptop.
Before I have a mental breakdown, can anyone give me some tips on how to maximize my laptop's performance? My specs are: HP 15 laptop, 500GB hard drive, 4GB RAM. I'm not sure about my graphics card or anything like that.

my Net is average but I can't really do anything about it, mostly because I'm not the one that's paying for it. :|

In all seriousness though, my two guesses are your internet connection or a virus. My neighbor was caught 'syphoning' our internet and the speed increased almost twofold once the company fixed it. Not saying this is the case for you though. I use Windows defender because its free and relatively good at cleaning your computer up. Try doing a speed test (speedtest.net is good) to check.

Check your processes and programs for anything suspicious. Usually, there's some malware or update process running that sucks your processor power.

There's also the fact that with every TF2 update, the game always seems to run slower for a while. The gun mettle maps were also fairly poorly optimized, which definitely affects performance.

True, HerderOfNerf, but the latest update was Scream Fortress, and that was like three weeks ago. Even then, it was fine up until last Thursday or Friday.

That's true, I haven't been keeping up with TF2 much lately, caught the Hearthstone bug :)

Oh god, not you too. I've seen so many of my friends become hopelessly addicted to that game. I, for one, want no part of it. Same reason why I won't ever play WoW.

Oh God. I feel you. I play on a toaster because magic cards are expensive and tuition is a thing. cries in agony Really though, sometimes I wonder how I got to diamond in LoL with 95 ping and 30fps.

95 ping? That's it? I'm regularly hitting 1k+ ping, sometimes 2k+ on a super bad day.

Maybe it's a dumb question, but have you checked your internet connection? This "rubber banding" is often times caused, because your internet is bad, or the servers you play on are bad. However, my TF2 servers works fine, so I guess something is wrong with your internet :)
