Actually, osiczym, thinking about it... I guess the argument for why this works is the same argument for the following cards/interactions:
Landless Goblin Charbelcher
All of these have the implicit command of stopping the effect once the library count reaches zero...
So I guess there you go, that's why this works

Sup, ImaginitiveRascal... Yea, I was considering something like Impact Tremors but your works just fine too... I wish there was a sorcery/instant with a similar ability, but yours work just fine AND is more versatile than the one I was thinking of

Hey, osiczym! thanks for the reply... I mean... technically it doesn't say it's sorta implied... BUT what I can say is that it works on MTGO. The amount of cards exiled is the amount of cards in your deck and it stops when it doesn't see more cards to exile...
I don't have a technical answer or ruling to display, only that it works in MTGO and that's what I'll roll with

EDIT #2: I'm also trying a Boros version with Wrath of God to fight creature decks and some cards like Mind Stone (ramp/draw), Cast Out (cycle/removal), Wall of Omens (blocker+draw) and Pyrite Spellbomb (removal/draw)

Decided to take a look at what kind of shenanigans you're up to :)
I think you can swap Desert of the Glorified for Barren Moor since you're not using the Desert tech.
And since you're running a low land count maybe you could swap a few of your removals for some Hagra Mauling Flip (this way you'll be able to keep more hands that you'd have to mulligan). Or maybe find some room for Blackbloom Rogue Flip in case you feel it'd be useful.
Other than that maybe just 1 Castle Locthwain could be good.
I like your maindeck Inquisitions. I think maybe you could add 1 more to the sideboard. Distress is a good card, if you need to discard opposing creatures I say go for it, but if you see yourself facing against noncreature cards Duress may be better.
Why are you running Drain the Well in the sideboard?
relic of progenitus is a pretty solid choice.
cheer, mate :D

EDIT: I"ve been considering Lotus Bloom because it generates 3 extra mana by itself. It has some downsides, but I'll run some tests to see if it's worth it.
