#1Balustrade Spy at 4 mana sits at a very crowded part of our curve, where most of our card draw sits. I don't want to have to delay getting our card draw engine running for a turn; card advantage is how we keep up with more powerful commanders/decks.
Undercity Informer is interesting, but a 3cmc 2/3 with no evasion doesn't cut it, and we don't want to sacrifice any of our more evasive rogues or lords. The mill is nice, but with not sacrificing any of our other creatures it's just a worse Mind Grind , which didn't make the cut.
