Witchbane Orb and planeswalkers

if i have Witchbane Orb out and lets say Tamiyo, the Moon Sage. the orb protects my planeswalker from burn spells like Searing Spear but not from Dreadbore. is this correct?

No, I don't think it even protects Plansewalkers from Searing Spear.It says that you are hexproof, not your Walker.

Searing Spear only targets players of creatures. In order to burn a planeswalker, you need to target the opponent who controls that walker, then redirect the damage on resolution. If you have hexproof, your opponent won't be able to target you with Searing Spear, so he or she can't redirect the damage to your Tamiyo, the Moon Sage.

Dreadbore, on the other hand, directly targets a planeswalker. Witchbane Orb won't protect your walkers from being Dreadbored.

Do you have to declare that you will be redirecting damage to the Planeswalker before the spell resolves, or can you just say "Playing SP targeting you" to the opponent?

You announce the replacement effect when damage would be dealt. You don't give any indication that you're using said effect until the damage is about to be dealt.

That's a pretty handy trick to use on anyone who doesn't know that rule then... They allow a burn spell to resolve because they think you're using it on them and not their walker, then you redirect it for great profit.
