Will Shifting Sky affect Sphinx's Tutelage?

I was never clear on the ruling of Shifting Sky and others like it (Conspiracy) because some people say it will others say it won't. I just want to know if when Sphinx's Tutelage triggers the mill aspect with Shifting Sky on the field that it will create a loop if they're both nonland permanents. Any help would be appreciated.

Shifting Sky doesn't change the color of cards, the only zone it affects things is on the battlefield. The interaction happens with Painter's Servant because it states that it affects things in other zones.
