Will Scion keep double strike with atarka?

If I have Atarka, World Render on the field and declare and attack with Scion of the Ur-Dragon, Atarka's ability will trigger and give him double strike. However, if I use Scion's ability after I declare an attack (to fetch let's say Nicol Bolas will he keep double strike?

Yes.
Whenever you have to apply multiple continuous abilities, you use layers to determine the outcome.
Copy effects are applied in layer 1, which is the first layer. Ability adding or removing effects are applied in layer 6. So Scion of the Ur-Dragon will become a copy of Nicol Bolas, and it will retain double strike because that ability is added after the copy effect is applied.
