Will Panharmonicon trigger Stonehorn Dignitary twice?

Let's say I have a Panharmonicon on the battlefield and cast a Stonehorn Dignitary and choose only one opponent. Will the ETB effect trigger twice? Will the opponent be unable to attack for two turns?

If yes, can I choose a new target (another opponent) for the ability, in order to "shut down" two opponents for one round?

Panharmonicon will cause Stonehorn Dignitary to trigger twice instead of once, and you may choose either the same or different targets for each, which will cause the targeted player(s) to skip the next combat phase (of their turn).

Note: If you target the same player with both triggers then that player will skip their next 2 combat phases, each phase being skipped being on a different turn (in most cases, unless they have something that grants them an extra combat phase).
