Will Nivmagus Elemental work with Garth One-Eye

Can you exile an instant or sorcery copied from Garth with Nivmagus Elemental without having to pay for them? Since I technically control the copy?

The copy is created in exile and is not a spell until you cast it. Nivmagus Elemental exiles a spell, so it can not exile the copy until after the cast.
