Will Jacob Hauken, Inspector still be able to activate his ability if I have no cards in hand?

I have an Eruth, Tormented Prophet deck in the making, and I want to include Jacob Hauken, Inspector  Flip in the deck if possible. Like the title states, I want to know if Jacob's activated ability will still work correctly if I have no cards in hand due to the replacement effect that Eruth has. I assume that since exiling a card from hand isn't part of the cost of activation that it would work still, but I am not %100 certain.

You are correct. Exiling the card from hand is part of the effect of Jacob Hauken, Inspector  Flip. You will still be able to activate it, and the ability will try to do as much as possible upon resolution. You will draw a card (which will be replaced with exiling two cards) and then when you attempt to exile a card from hand, you will have no cards and will just not do that part of the effect.
