Who's ability goes first? Alesha or Flamerush?

Need some clarification on the priority of abilities with 'when attacking'.

If I use Alesha, Who Smiles at Death to rez Living Lore when attacking, but have previously cast Flamerush Rider with Dash, can I copy Living Lore?

The Alesha ability is paid with mana to activate 'when' attacking and produces an attacker while the Rider ability chooses from all other attackers. So the order of things is very confusing.

Short answer: No.

Long answer: When Flamerush Rider attacks you put his triggered ability on the stack. To do so you must declare a target creature that is attacking when Flamerush Rider attacks. Living Lore would not be on the battlefield with the Rider attacks, so it won't be a valid target.

Note that Alesha, Who Smiles at Death doesn't have any activated abilities, and the cost is not part of any activation. Rather, Alesha, Who Smiles at Death has a triggered ability that triggers when Alesha, Who Smiles at Death attacks. The ability has an optional cost, and you choose whether to pay that cost as the ability resolves.
