Who is the controller of a targeted enchantment?

So im making a Zedruu the Greathearted deck, and was wondering when you use a targeted enchantment like Faith's Fetters who is in control of it? typically you place such an enchantment with the targeted creature, so I would presume such an enchantment would then be under their control?

If this is not the case, and an enchantment remains under the control of the one who cast it, what would happen if one were to use Zedruu to give control of the said enchantment to another player? theoretically nothing right, the target of the enchantment would already be assigned, so its just a harmless way for me to gain cards, life, and hand the buck of the blame of the annoying enchantment to someone else? - that said if this method is true thats just awkward since the card cant be in two places at once, both in its controllers field, and on the targeted creature.

Curious to hear thoughts

The caster of Faith's Fetters controls it when it enters the battlefield. Placing it on the opponent's battlefield area is simply a convenient way to remember what it is enchanting. You are free to give it away to whoever you please with Zedruu's ability. Doing so will not change the effect that Faith's Fetters has.

You are free to give the controller of the enchanted permanent control of Faith's Fetters so you can sit in your corner drawing cards and gaining life without having to deal with the inconvenience of having to remember who controls the Faith's Fetters without a locational aid.

I say the caster of Faith's Fetters controls it when it enters, but more accurately the controller of Faith's Fetters on the stack controls it when it enters. Generally this is the caster, but cards like Aethersnatch change this.
