When is creature considered as creature, who was attacking?

To specify my question, example: Windbrisk Heights says that I can cast the card under it, if I attacked this turn with three or more creatures. Let's say I have Zealous Persecution under it, can I cast it already in combat phase, for example after my opponent declares blockers, or am I able to cast it just after combat - in second main phase?

Creatures that are declared attacking are considered so from the point when priority is first given in declare attackers step in combat phase.
The first thing that happens in declare attackers is that the active player declares attacking creatures as a turn-based action which doesn't use stack and can't be responded to. After that priority is given to the active player and the creatures declared attacking are considered so. You can cast Zealous Persecution at this point if you wish, if for example the opponent has a bunch of 1/1 creatures and you don't want them to chump block.
