when I play Cyclonic rift at the end of another players turn for its overload cost do they have to discard every card over seven in their hand or do they get to keep until their next upkeep?

Was playing a game against a friend and played Cyclonic Rift at the end of his turn which returned 9 cards from the battle field to his hand and he had 4 cards in his hand, We weren't positive if he discarded right then and there or if he was allowed to hold the cards until the beginning of his upkeep.

Really? I was under the impression that the cleanup step happened before the end-step. That way if you have a Jin-Gitaxias, Core Augur , then you keep the excess cards, and do not have to discard until the next clean-up. This is followed by another drawing of 7 cards. Am I wrong on this?

@Bigburlybill: Yes. As Rhadamanthus said, the end step happens before the cleanup step. This means that you draw seven cards from Jin-Gitaxias, Core Augur 's ability before you are forced to discard.

That makes Cyclonic Rift sooo good. I'm surprised it's a $4 card. Need to get my hands on 2 more asap lol.

The End phase consists of two steps: end and cleanup. You would have had to play Cyclonic Rift during his end step, because players usually don't get priority during cleanup (and if they ever do, the game will start another cleanup step). The cleanup step is when discarding down to 7 happens, so if all the cards get stuffed into his hand during the end step, he has to discard down before the next turn begins.
