When does Gev add counters?

If a creature does damage when it enters, is that too late for Gev, Scaled Scorch's first ability to put counters on it?

I'm building a commander deck with Gev as the commander and I was wondering if Impact Tremorsfoil would allow creatures to enter with counters from Gev's first ability.

The way I'm reading it, would suggest that the damage happens too late, but I just wanted to be sure and couldn't find a solid answer elsewhere.

Gev, Scaled Scorch's +1/+1 counter ability is a static effect, not a triggered ability. It doesn't use the stack, they just enter with that many counters. Impact Tremorsfoil or similar will trigger when the creature enters (maybe with counters from Gev) and then resolve too late. Gev's own last ability though is a triggered ability on cast, so it will resolve before the triggering creature spell does and deal the damage first. This qualifies for the creature to enter with a counter.
