When do you declare 'your choice'?

Say I want to cast Shining Shoal targeting my opponent.

Do I have to let them know and/or target "your choice" before the spell begins resolving?

You do not have to let them know before the spell resolves. Any choices required as part of casting a spell are made when the spell resolves. You choose targets and the value of X as part of casting the spell, so they will know that you intend to redirect damage to them and how much damage. The choice of sources isn't known until you create the redirection effect when Shining Shoal resolves. There is going to be anther round of priority before the damage is actually dealt and redirected. so depending on what they were wanting to do they may still be able to do it.
