When can I make my opponent discard with Kolaghan's Command?

A fun trick I've seen is using Kolaghan's Command to make the opponent discard their draw for turn so they never get a chance to play it unless it's an instant or has flash. When during the opponent's turn after they've drawn a card do you have priority to do this? Do I ever get priority in their draw step? Start of main 1? Anything else rules-wise I should know when trying this technique? Thank you!

Except for the untap and cleanup steps, players get priority in each step/phase. In order to move to the next step/phase, players must pass priority in succession over an empty stack.

When the draw step begins, the active player draws a card, then the active player gets priority. When your opponent passes priority to you to resolve something or to move to the main phase, you can cast an instant or a card with flash or activate an ability.
